Enrolment Enhancement Drive 2011-12 Rallies

Enrolment Enhancement Drive Rally at Saeedabad on 12-4-2011

According to the scheduled program the Enrolment Enhancement Drive Rally was conducted at New Saeedabad City Taluka Saeedabad District Matiari.The Rally was started at 9:30 a.m from GBPS Main Sindhi Saeedabad and finished at GBHS Saeedabad.

In this RallyMr.Ghulam Nabi Buledi (EDO Education), Sayed Badar ul Zaman Shah (DOE SEMIS& Planning), Madam Tauheed Pathan (DOE Sec. & H.Sec), Madam Saeeda Panhwer (DOE Acd/Trg), Madam Zahida Gahoti (ADOE Female Saeedabad), Mr.Muhammad Murad Gahoti (ADOE Male Saeedabad), Mr.Rahmatullah Rind (DDOE SEMIS &Planning),Mr.Rasheed Ahmed Memon (DDOE Elementary), Mr.Rajab Ali Khaskeli (DDOE Acd/Trg),Head Teachers and Teachers of Primary & Secondary Schools (Male Female), Students of all the Schools of Saeedabad (Boys Girls),NCHD Matiari Team with Mr.Shafeeq u Rahman Khatri DPM (E) NCHD Matiari, Representatives of HANDS,Representatives of Local NGOs,Journalists and community members of Saeedabad City participated.

The Rally was disciplined and the rows were distributed among different categories. Students, Officers, Teachers, NGOs and Community members walked in rhythm shoulder by shoulder.During the walk, participants were taking the banners provided by UNICEF, NCHD and Education Department.

At the final point near to GBHS Saeedabad, Mr.Muhammad Murad Gahoti (ADOE Male Saeedabad) said welcome to all the participants and appealed all the community members to enroll theirs out of school children into schools.

Mr.Shafeeq u Rahman Khatri DPM (E) NCHD Matiari said that NCHD will assist the Education Department at every step for the betterment of Education. He appealed the community to enroll out of school children.

After that Sayed Badar ul Zaman Shah (DOE SEMIS & Planning) addressed the crowd and presented current situation of the Education and number of out of school children. He said that at this time the out of school children are double than the enrolled in schools, our education is declining day by day, we should enroll all out of school children into schools for better future and better society. He told that, at this time Education is free for all, No School Fee, No Tuition Fee, Free Text Books for students of class 1 to 12, Stipend for Girl students of class 6 to 10, S.M.C Funds and 100 Million each year for every district for rehabilitation of schools. He said in district Matiari Government is paying near about 2 Lac rupees for the salary of Primary School Teacher and 4 Lac Rupees for High School Teacher each year, but the quality of education is declining day by day. He further said that we should not get degrees for employment, but we should get the education for knowledge. He requested all the participants of the rally to enhance the enrolment in schools.

Finally, Mr.Ghulam Nabi Buledi (EDO Education) said thanks to all the participants and emphasized them to work at their level best for enrolling the out of school children in the schools, he also appealed to the media persons to work together with the Education Department for this noble cause.
After the rally, the officers of Education Department came to GBPS Main Sindhi, where parents of children were waiting for them to enroll their children in the School. Mr.Ghulam Nabi Buledi (EDO Education) started to enter the names of those children in Schools General Register, then following him other officers Sayed Badar ul Zaman Shah (DOE SEMIS & Planning), Madam Tauheed Pathan (DOE  Sec. & H.Sec) and Madam Saeeda Panhwer (DOE Acd/Trg) entered the names of new students in school register.

According to the scheduled program the Enrolment Enhancement Drive Rally was conducted at the Town Bakher Jamali Taluka Saeedabad District Matiari.

The Rally was started at 9:30 a.m from GBHS Bakher Jamali and finished at Main Road Chowk at Central Bazaar Bakher Jamali.In this Rally, Sayed Badar ul Zaman Shah (DOE SEMIS & Planning), Madam Saeeda Panhwer (DOE Acd/Trg), Mr.Muhammad Murad
Gahoti (ADOE Male Saeedabad),Mr.Rahmatullah Rind (DDOE SEMIS & Planning),Mr.Rasheed Ahmed Memon (DDOE Elementary),Mr.Rajab Ali Khaskeli (DDOE Acd/Trg),Head Teachers and Teachers of Primary & Secondary Schools  ,Students of all the Schools of Bakher Jamali,NCHD Matiari Team with Mr.Shafeeq u Rahman Khatri DPM (E) NCHD Matiari,Representatives of HANDS including Team Leader Madam Abida Jawaid, Representatives of Local NGOs, Journalists and  community members of Town Bakher Jamali participated. A very noble personality, Head of the Town and Jamali Community, Ex-MPA respected Mr.Kamal Khan Jamali attended this rally, which highlighted this rally among the citizens of Bakher Jamali .The Rally was disciplined and the rows were distributed among different categories. The Rally was started at 10:00 a.m from Allah Wala Chowk and finished at Tanboora Chowk Bhitshah.In this rally ,Mr. Ghulam Nabi Buledi (EDO Education), Haji Noor Ahmed Memon (ADOE Male Hala),Madam Malika Naz Solangi (ADOE Female Hala),,Head Teachers and Teachers of Primary & Secondary Schools (Male Female), Students of all the Schools of Bhitshah (Boys Girls),NCHD Matiari Team with ,Representatives of HANDS, Representatives of Local NGOs,Journalists and community members of Bhitshah participated.

The Rally was started at 9:30 a.m from GBPS Memon Mohalla O C and finished at GGPSchool Nasarpur.In this Rally, Sayed Badar ul Zaman Shah (DOE SEMIS & Planning),Mr.Rahmatullah Rind (DDOE SEMIS & Planning),Mr.Rasheed Ahmed Memon (DDOE Elementary), Head Teachers and Teachers of Primary & Secondary Schools ,Students of all the Schools of Nasarpur,NCHD Matiari Team with Mr.Shafeeq u Rahman Khatri DPM (E) NCHD Matiari,Journalists and community members of Town Nasarpur participated.  Meeting with the Community Members of  Village Anwer Khan Nizamani U C Nasarpur Taluka Matiari on 9-5-2011

In continuation of Enrolment Enhancement Drive, a meeting with the Community  Members of Village Anwer Khan Nizamani was arranged by the Education  Department District Matiari at the Farmhouse of Mr.Anwer Khan  Nizamani, who is the one of modern Agriculturist of Sindh and has a great interest in the education for all. He has given plots for the construction of Government Schools (primary and Middle) on his land.
– When we arrived the villagers welcomed us and presented AJRAKS as a traditional gift of Sindh to honor the guests.
– In this meeting from Education Department Matiari Mr.Muhammad Ramzan Parhyar (EDO Education), Sayed Badar Zaman Shah (DOE SEMIS &  Planning), Mr.Abdul Rasheed Memon (DDOE Elementary), Mr.Muhammad Siddiq Shahani (ADOE Male Taluka Matiari), Mr.Muhammad Azam Meyoon and the teachers of the schools of the area participated.
– The meeting started at 5.50 pm with the recitation of verses from Holy Quran.
– All the officers briefed the participants about Enrolment Enhancement Drive activities (Rallies,Seminars,Door to Door Campaign, Newspapers,Radio and now Meetings with community) and requested to the villagers for enrolling 100% children in the schools.
– The villagers showed their full cooperation and requested to start the classes in middle school, who do not have SNE, but building is ready since last two years, as there is no teacher in this school so we can not continue further education of our children after primary , while 350 children are studying in Primary Schools and ever year near about 50 students pass class  5.
– They also requested that as both the schools (Primary and Middle) are  adjacent to each other, so they should be merged and the school may become ELEMENTARY.
– They also demanded that SEMIS Code may be allotted to Middle School.
–  Mr.Muhammad Ramzan Parhyar (EDO Education) directed Mr.Muhammad Siddiq Shahani (ADOE Male Taluka Matiari), to start class 6 in Middle School as soon as possible and assured the villagers to solve the matter of SNE and SEMIS Code after the discussion with higher authorities.
– The meeting ended at 7.05 pm.

Meeting with the Community Members of Village Saeedabad Old U C Saeedabad Taluka Saeedabad on 10-5-2011

In continuation of Enrolment Enhancement Drive a meeting with the Community Members of Village Saeedabad Old Uc and Taluka Saeedabad was arranged by the Education Department District Matiari on Tuesday 10th May 2011 at the OTAQ of Ghulam Muhammad Pathan , who is not alive but in his life he donated his guest house for gatherings of villagers. Originally this place was the Primary School building in British time. When we arrived the villagers welcomed us and presented AJRAKS as traditional gift of Sindh to honor the guests. – In this meeting from Education Department Matiari Sayed Badar Zaman Shah (DOE SEMIS & Planning),Mr.Abdul Rasheed Memon (DDOE Elementary),Mr.Rahmatullah Rind (DDOE SEMIS & Planning), Mr.Muhammad Bux Kaka.Mr.Pir Bux Jamali (SPEs of Saeedabad) and the teachers of the schools of the area participated.
– The meeting started at 5.40 pm with the recitation of verses from Holy Quran.
– All the officers briefed the participants about Enrolment Enhancement Drive activities (Rallies,Seminars,Door to Door Campaign, Newspapers, Radio and now Meetings with community) and requested to the villagers for
enrolling 100% children in the schools.
– The villagers showed their full cooperation and said that teachers do not pay attention to there duty, they do not come on time, some of the teachers have their personal business, so they do come to school at 11.00 am and after signature on muster role go back to their personal business. The Villagers told that, there are 350 students in GBPS Saeedabad Old and 10 Class rooms, but the teachers are only 6, who do not pay attention towards the study of students, so if we enhance the enrolment, our children will gain nothing from school, so first give us the teachers, make them punctual and regular, then we will enter our children to schools, otherwise this is use less exercise and you the officers have come here to show us lolly pop.
All the officers do say such type of things every time, but the result is zero, so how can we trust you that this time you are going to do some thing  better for the education of our children.
– In reply of these observations, Mr.Abdul Rasheed Memon (DDOE  Elementary) said that, our worthy EDO (Education) has issued the posting orders of two teachers for this school, but they refused to obey and now if we take any action against them, the political persons, teachers unions do take the side of teachers and the officers become helpless. Beside this if we stop the salary of those teachers, they go to the court of law and pull the whole department in the court of law, where the judges do not listen the department they only issue the orders for the release of salary. If those teachers are suspended they do take salary at home easily and do not take any notice of these things, because they have political or teacher’s union  support. So the community should request to the teachers that they should perform their duty, that’s why we have come here, to say you that the education of your children is not only the responsibility of teachers and the education department, but it is your responsibility also.
– The villagers of Village Shahnshah Gulab UC Saeedabad said that, the building of GGPS Shahnshah Gulab is very nice, but the teachers do not come to the school and our children are wandering in streets or sitting at home, recently Government has posted two lady teachers in this school through new appointment, but they do not come to school and are taking salaries at their home.
– In reply of this observation, Mr.Abdul Rasheed Memon (DDOE Elementary) said that, as teacher is very powerful and the officer is very weak, so department can not do any thing to these teachers, because when some one becomes government employee, he/she thinks that, now government is his/her parent and it is the duty of parent to fulfil every need of the child, whether it works or not. so now it is responsibility of the community to come forward and save the future of their children by mentoring the teachers for coming to schools and teaching the students.
– The meeting ended at 7.00 pm whit the hope that all the stake holders will do their best for the betterment of education of new generation.

In continuation of Enrolment Enhancement Drive a meeting with the Community Members of Village Saeedabad Old was arranged by the Education Department District Matiari at the Community Plot situated in Bhutta Mohalla Village Hala Old Taluka Hala.When we arrived the villagers welcomed us and presented AJRAK as traditional gift of Sindh to honor the guests.
– In this meeting from Education Department Matiari Sayed Badar Zaman Shah (DOE SEMIS & Planning),Haji Noor Muhammad Memon (ADOE Male Taluka Hala), Sayed Nadeem Ahmed Shah,Mr.Abdullah Dahri,Leemoon Joyo (SPEs of Hala) and the teachers of the schools of the area participated.
– The meeting started at 5.50 pm with the recitation Holy Quran. Hafiz Zaheer Ahmed (Community member) recited some of verses from Holy Quran.
– One of the villagers Mr.Ghulam Akber Bhutto who was representing Bhutta community said that, we are very honoured that the officers of Education Department have come here to discuss on education, we assure our full cooperation to   Education Department for Enhancing the enrolment.
– One of the villagers Mr. Muhammad Younus Malik,who was representing the Malik Community said that, we are satisfy with role of teachers, but at this time we have still not gotten the Free Text Books for our children who belongs to Urdu speaking community. Sayed Badar Zaman Shah (DOE SEMIS & Planning) replied him that, we have informed to RSU and Sindh Text Book in this regard, but as at this time books are not available, so it will take
some time for printing and we hope that this issue will be solved within two weeks.
– One of the villagers Mr. Ali Muhammad Malik said it will be your kindness, if this issue is solved within a week.
– One of the villagers Mr. Pinyal Bhutto said that we are thankful to the officers of Education Department who have come here to listen us.
– He further said that he has some suggestions to improve the quality of education,
1. Stop the Copy Culture
2. Evacuate the Government School Buildings which are in possession of Influential persons.
3. Start the evening Classes for the children who can not continue their study in day time due to poverty, and do job or labour at day time.
– Sayed Badar Zaman Shah (DOE SEMIS & Planning) replied him that, we are  trying to reduce the copy culture, but at the same time the parents of the students are involved in this activity, so it is the responsibility of whole
society to work together to overcome this problem. He further told that, at this time no viable school is under the possession of any Influential person, some schools which are made only for the personal use of Influential persons and there is no population in that area. He further said that, if the number of those children who can not continue their study in day time due to poverty, and do job or labour at day time is considerable, then we can think to run the evening classes for those children.

The meeting started at 5.50 pm after Namaz e Asr,with the recitation Holy Quran. Mr. Ghulam Nabi Head Teacher of GBPS Nasrullah Shaikh recited some of verses from Holy Quran. All the officers briefed the participants about this E E D and requested them to enrol all their children in to schools. Haji Ahmed Khan Chajro said welcome to all the participants and told that, 95%population of this Deh Shekhani which contains 10 villages is literate and we are very honoured that the officers of Education Department have come here to discuss on education, we assure our full cooperation to Education Department for Enhancing the enrolment.He further said that we have good teachers in these schools, but in this area we have no primary school for the girls and no middle school, so if Education Department give us one girls primary school and one middle school for these villages we will be thankful for ever. The other villagers said the same things,then Mr.Abdul Rasheed Memon (DDOE Elementary) announced that the enrolment in class 6 will be started from tomorrow at GBPS Nasrullah Shaikh and we will talk to higher authorities for giving the Girls Primary School and Middle School for this area.so the girls and boys can get education up to class 8. Meeting with the Community Members of Village Panjmoro Taluka Saeedabad on 14-5-2011

In continuation of Enrolment Enhancement Drive a meeting with the Community Members of Village Panjmoro U C Shahmir Rahu Taluka Saeedabad was arranged by the Education Department District Matiari at the Otaq of Wadero Muhammad Bux.When we arrived the villagers welcomed us and presented AJRAK as traditional gift of Sindh to honor the guests. In this meeting from Education Department Matiari Sayed Badar Zaman Shah (DOE SEMIS & Planning),Mr.Rahmatullah Rind (DDOE SEMIS & Planning).Mr.Muhammad Bux Kaka,Mr.Pir Bux Jamali (SPEs of Saeedbad) and the teachers of the schools of the area participated.In villagers mostly participants were the SMC Chairmen and members.Head Teacher of GBPS Panjmoro Mr.Muhammad Ismail said welcome to all the participants.

In continuation of Enrolment Enhancement Drive a meeting with the Community Members of Village Peero Wah was arranged by the Education Department District Matiari at the Otaq of Mr.Ghulam Akber Lighari presently D C O Umerkot. In this meeting from Education Department Matiari, Sayed Badar Zaman Shah (DOE SEMIS & Planning),Mr.Abdul Rasheed Memon  (DDOE Elementary),Haji Noor Muhammad Memon (ADOE Male Taluka Hala), ,Mr.Abdullah Dahri,Haji Khair Muhammad Dahri (SPEs of  Taluka Hala) and the teachers of  the schools of the area participated. The meeting started at 6.20 pm because there was KHAIRAT JI MANI (Free Meal) at the village,so people were at there.Hafiz Abdul Ghani recited some of verses from Holy Quran. All the officers briefed the participants about this E E D and requested them to enrol all their children in to schools.Sayed Badar Zaman Shah (DOE SEMIS &Planning) said to participants to talk freely,if they have any issue with the teachers or schools,they can indicate them at here and we will try our best to solve them.Two of the villagers Haji Khair Muhammad Lighari and Allah Bachayo Lighari said we have no issue with the teachers they are good,but there is need of basic facilities such as toilet,water management,electricity and boundary walls in the schools of the area.The Head Master oh GBPS Hamzo Lighari said that,I have no proper school for 125 children of my village,we are 4 teachers but only one private Kacha room,so a proper school building is provided to us,we can enhance the enrolment up to 300.He further said that villagers are ready to provide the plot for the school.Sayed Badar Zaman Shah (DOE SEMIS & Planning) assured him to try at our level best for providing the government building to his village school.The Head of the lighari community Mr.Muhmammad Khan Lighari said we are very thankful to thye officers of Education Department,who have visited our village.Here we need one Girls Primary and one Girls middle school OR only one  Elementary School,so that we vcan continue the education of our girls.The main cause of discontinuation of the Education of girls is shortage of girls schools (In District Matiari there are 851 BOYS Schools and 175 GIRLS Schools) so how can we enhance the enrolment of girls.Finally all the villagers showed their full cooperation to work together with Education Department for the betterment of new generation.
After meeting we went to visit the liberary of the village established by Mr.Ghulam Akber Lighari presently D C O Umerkot,who him self is a research writer also,we saw a considerable collection nice and famous books at there
along with computer facility.it was really amazing and surprizing to see  such nice liberary in such type of village.The incharge told that,this liberary is the part of OTAQ of Mr.Ghulam Akber Lighari and is opened for
all.He also told that the place where we had conducted the meeting is the property of Mr.Ghulam Akber Lighari,who have donated that,for the villagers and every one can use it for the purpose of Wedding or any type of
gathering.After that we went to visit  GBPS Hamzo Khan Lighari on request of  its H.M,there were two uncomplete rooms in the middle of cultivation land,H M told that if I am allowed I can complete these rooms by my self and can continue the school at here.(One room was constructed under ESRA program  while the other one through ADP).We said him to continue his efforts for the  betterment of Education,School and Children.

In continuation of Enrolment Enhancement Drive a meeting with the Community  Members of Village Bhaledino Kaka was arranged by the Education Department District Matiari at the Otaq of Haji Shahmir  Kaka. All the officers briefed the participants about this E E D and requested them to enrol all their children in to schools.Sayed Badar Zaman Shah (DOE SEMIS & Planning) said to participants to talk freely,if they have any issue with the teachers or schools,they can indicate them at here and we will try our best to solve them.Mr.Ghulam Qadir Kaka the villager said that,we are satisfied by the Teachers of this village,but due to absence of teachers the the schools of  nearest villages are closed,so the people do admit their children in the school of Bhaledino Kaka,which causes big load on this school.H.M of this school told that,this school is running since 1921,at this time we have 6 class rooms in very dangerous position which can cause any accident,he further told that we have 6 teachers and 450 students,so it has become very incovenient for us to continue in smooth way,he said that at this time 3 more classrooms are under construction through SERP Program,but we need 7 more class and those classes can be constructed at the place of old classrooms.He further said that their is a lot of need of furniture also.When Sayed Badar Zaman Shah (DOE SEMIS & Planning) asked the cocern Supervisor about the teachers,he told that,no further teacher is willing to come to this school,even the native teachers of this village are posted by their own will to those schools where no one can ask them,in this village people of the village are wel aware and they ask thge teacher about their duty,so teachers avoid to come here.Sayed Badar Zaman Shah (DOE SEMIS & Planning) said to Supervisors and villagers that they start mentoring of those teachers who are citizens of this village and request them to come here.The villagers asked that,there is no building for the Girls Primary school and GGPS Bhaledino Kaka is running in a home,while there are more than 100 girls admitted in the school,they said that,we have given a plot for girls school but still there is no progress in this regard.They also demanded for the elementary school for the girls because there is no girls Middle or High School in this area.The villagers of Village Saieen Bux Magsi said that,our school was brought to District Matiari along with 13 other school from District Sangher,when the District Matiari was created,all those 13 schools are inserted in to the SEMIS Data of District Matiari,but our school is still not included,so do some thing for this.The Villagers of
Village Gulab Rahu requested that GMS Haji Gulab Rahu may kindly upgrade to High School,at this time 92 students are enrolled in this school,which stop getting education after class 8.Many other villagers of different villages
were present in the meeting and one and the most common issue was unavailability and asence of teachers.All the villagers and NGO members requested that,there should be a proper monitoring system and check balance on these absentee teachers.H.M of GBHS Bhaledino Kaka told that,his school  is selected for upgradation to Higher Secondary School,some plinth work for the construction of new block has been done,but after that several months have been passed but still there is no progress,he  told that this work belongs to Provincial ADP.Sayed BadarZaman Shah (DOE SEMIS & Planning) told  him that he will talk to higher authorities on this issue.The meeting ended at 7.10 pm.

In this meeting from Education Department Matiari, Sayed BadarZaman Shah (DOE SEMIS  & Planning), Haji Noor Ahmed Memon (ADOE M Hala),Khalid Hussain Gahoti SPE and the teachers of the schools of the area participatedKaka Mr.Khalid Hussain Gahoti said welcome to all the participants.He also briefed the participants about the current educational status and environment,the Haji Noor Ahmed Memon briefed the participants about this E E D and requested them to enrol all their children in to schools.Sayed Badar Zaman Shah (DOE SEMIS & Planning) said to participants to talk freely,if they have any issue with the teachers or schools,they can indicate them at here and we will try our best to solve them.Mostly the issues were same as in previous meeting,such as absentee teachers,low performance of teachers and missing facilities in schools.The Villagers told that,as there is no primary school for girls,so girls do study in boys primary schools,which causes shortage of teachers and class rooms.They demanded that we need one need an elementary school for girls.The Head teachers of the area demanded the furniture for the students.The Head Teacher of GBPS Haji Aslam Gahoti told that at this time three cadditional classrooms are under constructionvia SERPP,but the plinth level is below the road,so in  rainy season these class rooms can be destryed,so talk to engineers.Sayed Badar Zaman Shah (DOE SEMIS & Planning) told the villagers that,their issues are noted and will be solved after discussion with the higher authorities.Meeting ended at 7.20 pm

The meeting started at 5.45 pm.Muhammad Bux Kaka recited some of the verses from Holy Quran. In this meeting from Education Department Matiari, Sayed BadarZaman Shah (DOE SEMIS & Planning),), Mr.Rahmatullah Rind (DDOE SEMIS & Planning), Mr.Muhammad Bux Kaka, Pir Bux Jamali (SPEs of Taluka Saeedabad) and the teachers of the schools of the area participated.The villagers mostly talked about four issues.

1.Teachers absence from duty,

3. Low  capacity or No capacity of teachers

4.Missing facilities.

Their observations were noted one by one to discuss with higher authorities.The head of the Dahri community requested for the Primary and Middle School for Girls.He said the building of Primary School is ready but still not handed over to education department and it has NO SEMIS Code,so we need two schools for girls,1 Primary and the other Middle.Mostly our girls can not continue their education due to unavailabilty of girls schools.Sayed BadarZaman Shah (DOE SEMIS & Planning) advised  to have an elementary school for girls.All the villagers liked this advice. The meeting ended at 7.05 pm.

Enrolment Enhancement Drive 2011-12 Door to Door Campaign

In continuation of Enrolment Enhancement Drive 2011-12, Door to Door Campaign through mobile van was started according to the program.For this purpose, we hired the vans on rent and concern Supervisor of each union council went to the villages of that U.C with the help of some senior teachers and met with the villagers.During these visits, we tried our best to motivate the community for sending their children to schools and they promised to do so.

Enrolment Enhancement Drive 2011-12 SEMINARS

SEMINAR on Enrolment Enhancement at Matiari on 23-4-2011

District Education Department Matiari organized a SEMINAR regarding Enrolment Enhancement Drive on 23rd April 2011 at Government Girls College Matiari, where a good number of Citizens of Matiari, Teachers, office bearers of Teachers Union (such as GSTA and PTA),Heads and Members of Non-Government organizations (S.P.O,HANDS,SHEEDO,SRDS,JHOOLE‌ LAL and VISWA) , NCHD ,writers, Researchers, Notable Personalities,Pollitical Personalities, Representatives of R.S.U, Professors of Government Degree College Matiari and Government Girls College Matiari,Journalists,Government Officers and the ADOEs,Supervisors along with EDO Education attended this event .

According to the plan this SEMINAR was the responsibility of Mr.Qamardin Pirzada (DOE Elementary),Mr.Muhammad Siddiq Shahani (ADOE‌ M Taluka Matiari) and Ms.Mehr u Nisa Qureshi (ADOE‌ F Taluka Matiari), but due lack of interest and continuous absence of Mr.Qamardin Pirzada (DOE Elementary) and NO INTEREST of Ms.Mehr u Nisa Qureshi (ADOE‌ M Taluka Matiari),Mr. Muhammad Siddiq Shahani (ADOE‌ M Taluka Matiari) requested me (Sayed Badar Zaman Shah) that he can not make the arrangements of SEMINAR because he is all alone, so with the permission of EDO (Education) Matiari I took this responsibility and Mr. Muhammad Siddiq Shahani (ADOE‌ M Taluka Matiari) assisted me.

The SEMINAR wasstarted at 10.30 A.M with the recitation of some verses from Holy Quran.Mr.Hafeez ullah Vighio Head Teacher of GBPS Laloo Mangwanoo Union Council Shah Alam Shah ji Wasi Taluka Matiari,recited some verses from Holy Quran.Then Hafiz  Ghulam Rasool Qureshi presented NAAT Shareef. (Hafiz Ghulam Rasool got 3rd Prize in all Pakistan NAAT Competition in 2005).Then Mr.Muhammad Siddiq Shahani (ADOE‌ M Taluka Matiari) said welcome to all the participants  and told the aim of SEMINAR.

After him Miss Amina the student of class 6 GGMS Sekhat presented a poem which was expressing the importance of Education.After her Miss Maria student of class 7 GGMS Sekhat came on stage and presented her speech on  importance of education, especially education for girls.Then Ms.Mehr u Nisa Qureshi ADOE‌ F Taluka Matiari (who did not take any interest in any activity of EED) came on stage and presented written speech on education.

Then Mr.Allah Dino Sacharwi General Secretary PTA Matiari  City came on to stage and presented his views about current educational system. He said in this Government, EDOs of Education Department are changing so rapidly as we change  the clothes, how can we strengthen our education system, where due to political interference every officer is powerless in front of political persons. He said our association and all the teachers are with the Education Department for this  Holy purpose of Education for all.After him Mr.Vikio Chand President GSTA Taluka Matiari came on stage and expressed his views about this EED and said that we all means Teachers,Officers,Civil Society and NGOs are together at here for this noble cause, we should do all our efforts individually and collectively to enrol out of school children in the schools. He further said that our association will support such activities at every step.Then Mr. Mangha Ram Odd President Jhooley lal Organization came on stage and expressed his views. He said such type of Seminars do conduct every where, but there is no visible change any where, all of us should do what ever we talk, listen and decide in these Seminars, it is the responsibility of all of us that, where ever we see that, a child is not going or enrolled in school we should take efforts to enrol him/her in the school.After him Mr.Muhammad Azam Supervisor U C Nasarpur Taluka Matiari came on stage and expressed his views. He said we all are collectively responsible for out of school children so we all should think it as our national responsibility to enrol all out of school children.Then Madam Mehrunnisa Associate Professor of Government Girls College Matiari came on stage and said that, I do appreciate these efforts for enrolment enhancement drive, now it is the responsibility of civil society to make it successful.After her Professor Bashir Ahmed Memon Associate Professor of Government Degree  College came on stage and expressed his views about EED.He said Nations develop due to two factors 1.Education and 2 Good Character and Nations destroys due to two factors 1.Illiteracy and 2.Bad Character

She said Education Department is doing its best, but community should be well aware about the importance of education. In this regard we are moving this EED to spread the awareness about education and enrol the out of school  children in schools.After her Mr.Ata Hussain Dahri Deputy Provincial Coordinator NCHD Karachi came on stage and expressed his views about this EED SEMINAR. He said NCHD is working together with Education Department all over the Sindh,we hope that we will be succeed to achieve our target with the help of civil society,NGOs and Teachers Associations.Then Mrs.Abida Jawaid Baloch (Head of LSBE Program at District Matiari) from HANDS came on stage and said that, our worthy Secretary of Education Madam Naheed Shah  Durrani is very serious for this noble cause, but over all Government is not serious for developing the education sector. She further said after the creation of district Matiari we are working closely with District Education Department, but since last year we are not having proper EDO (Education), due to absence of EDO (Education) no one is doing his job properly. She said after a long period we had an EDO on 1st April 2011 and now we have an other EDO on 15th April, so in these conditions every one is in state of uncertainty. She further said we are with Education Department and will support at every step for the betterment of education and nation. After her Mr.Abdul Wahid Sangrasi Program Specialist S.P.O came on stage and expressed his views. He said this is the responsibility of all of us to enrol the out of  school children in schools. He advised that every one present in this auditorium should enrol minimum 20 children in the school and provide that list of children to DOE (SEMIS) for the record.Then Mr.Noor Muhammad Sahto General Secretary SRDS (Sindh Rural Development Society) came onto stage and expressed his views, he said that,SRDS is working with Education Department and indicates the issues in education department and now SRDS will be at every step with Education Department to make this EED sucessful.After him Mr.Abid Ali samoo Land Lord and Social worker came on to stage and said that,Education is not the issue for Rich people, it is the issue of poor people which are the 95% of our population, so friends come forward to enrol and support our out of school and in the school children for the future’s literatesociety.Then Mr.Maqsood Ahmed Qazi (researcher and Historian) came on to stage and shared some events of life. He said every body knows that, if some one wants to destroy a nation,he should destroy its education. As a nation we are at the bottom of all educated nations.Prosparity and Education are reciprocal, if education is less,lesser will be the prosperity, this is not the matter of Education Department or Government, but this is the matter of whole nation, so please come forward  and educate our nation. He further said that, Teachers should give attention to their duty also, because their negligence is also a factor for low enrolment and dropout.After him Mr.Irshad Ahmed Memon DDO (Education Works) and Social worker came on to stage and  expressed his views, he said that, Government is doing well but it is not enough in comparison to other countries, where Education is the first priority,he said in rural areas of Sindh the literacy rate is 10 to 15 percent and if we calculate the literacy rate of women it is hardly 5%.He further said, there is no check balance system for teachers and officer, because the supervisors which are the basic pillar in monitoring system, get NO incentive (T A D A or additional allowance) for monitoring, so he/she gets money from teachers of the  school and when teachers give the money they don’t pay their duties. He further said, this government has broken all the records of corruption, the NO CAPACITY and LOWER GRADE people have occupied the KEY ‌posts, so how can this system  survive, such type of efforts are good, but you should come to bottom of theproblem.He further said that ,revolutionary steps are needed to change the fate of nation. Then Rahmatullah Turk Social Worker came on to stage and expressed his views, he said that, Government is doing NO THING for the betterment of Education, NEPOTISM,FAVOURITISM is declining the moral values, these days man is not recognized by its good character, but its value and respect depends on the money which he has, so every person of the society is running after money and have no sense of humanity. He further said that every one should start work on emergency basis,only doing job or duty is not enough, we should do work day and night for the betterment of our education, because better education will provide better society.After him Sayed Fida Hussain Shah the famous writer and Poet came on stage and expressed his views. He said due to weak monitoring system, we are not able to achieve our goals.Then Agha Zulifqar Durrani General Manager N C H D came on stage and said NCHD is working with Education Department since last several years, few years ago it was best period of working together, but due to some unwanted reasons this collaboration become weak, but now we are once again standing side by side and we shall achieve our targets with better understanding.After him Dr.sayed Junaid Akber Shah Director Administration Matiari Sugar Mills came on stage and expressed his views. Dr.Sayed Junaid Akber Shah has done Masters in Business Administration and in 2009 he got the degree of PhD from University of Sindh.He is the brother of Sayed Sohail Akber Shah (Ex-Principal Secretary of Chief Minister and one of the best CSS Officers of Pakistan). Dr.sayed Junaid Akber Shah said such type of SEMINARS increase awareness in people and he appreciates the efforts of Education Department Matiari for this noble cause of Enrolment Enhancement. He said that, he has visited several schools, but mostly the teachers are unable teach the students; because they have no teaching capacity,similarly most of the officers of education department are not eligible to occupy that post, where they are sitting, if Government is sincere to enhance the enrolment and provide quality education to the people, first get rid of such ineligible teachers and officers. He offered that Matiari Sugar Mills is ready to arrange the training programs for those officers and teachers who really do want to do some thing.Then Sayed Muhammad Alam Shah, Land lord and Politician (General Secretary Awami Tahreek)came on stage and expressed his views. He said that to blame 100% on Government is not correct, we all are the responsible for the disaster of education, As common man it’s the responsibility of all of us to work for betterment, we the politicians, journalists, NGOs, Parents and civil society should work hard for the better education of our new generation, we all have to work to motivate the parents and teachers to enrol the children in schools and provide them quality education. If the community will take the interest, the teacher will be constrained to teach.After him Sayed Naveed Shah (Program Officer Reform Support Unit Karachi) came on stage and expressed his views. He appreciated the efforts taken by Education Department Matiari for Enrolment Enhancement Drive and said that, due to such active role District Matiari is at Number one in all the Districts of Sindh.He further said that, Provincial Government is doing all efforts for enhancing the enrolment and providing the quality education to all. He said that Secretary Education Madam Naheed Shah Durrani is working hard to achieve the targets and monitoring all these activities personally by herself, so we all should make hand to hand together to provide quality education to our new generation.Then Mr.Ghulam Nabi Buledi EDO (Education) Matiari came on stage and shared his views to the participants. He said that, we have planned all the activities for enhancing the enrolment in District Matiari and this is the second phase of these activities that we are conducting SEMINARS. He requested all the participants to play their active role in this regard and spread this message of Education Department to all over the district.

After the speech of EDO (Education) Matiari, I thanked to all the participants, which came here on our request, especially Mr.Asif Ali Khaskheli with his team from SHEEDO who arranged lunch boxes for the participants, Madam Azra Shakeel District Manager HANDS with Team from HANDS,Mr Abdul Wahid Sangrasi Program Specialist S P O Hyderabad with Team.
During whole SEMINAR I shared all the current statics of Education Department in parts (Enrolment, Teachers. Basic Facilities, SMCs, SERP, TOP, Teacher Student Ratio, Salaries of Teachers, Stipend, Free Text Books and all otherefforts taken by Government for the betterment of Education).
Every Participant appreciated our efforts and discussed on all the issues. The SEMINAR ended at 2.30 P.M

Advocacy Seminar on 19-4-2011 for Enrolment Enhancement Drive 2011-12

An Advocacy meeting for Enrolment Enhancement was arranged by S.P.O and SHEEDO at Rest House Bhitshah on 19th April 2011.

The meeting was started at 11.00 A.M with the recitation of Verses from Holy Quran.In this meeting from Education Department Sayed Badar ul Zaman Shah District Officer Education (SEMIS & Planning) Matiari,Madam Mahr u Nisa Qureshi ADOE (F) Matiari,Ms.Fozia Khaskheli SPE Matiari participated. DO Social Welfare,Mr.Abdul Wahid Sangrasi Program Specialist SPO-Hyderabad and Mr.Jameel Ahmed Abro with their team from SPO,Mr.Rahmatullah Balal with his team from SRDS,Mr.Asif Ali Khaskheli with his team from SHEEDO,representatives of teachers union ,other NGOs and members of Monitoring Teams participated in this meeting.Mr.Jameel Ahmed Abro said welcome to all the participants and
requested them to introduce theirselves.Mr.Abdul Wahid Sangrasi briefed the participants about the agenda of the meeting and told that S.P.O is working together with the District Education Department Matiari for the betterment of Education,
especially on the monitoring system.He said today we have are here to evaluate the performance of District Monitoring Committees and discuss on Enrolment Enhancement Drive.
Mr.Jameel Ahmed Abro requested Union Council Monitoring Committees to present their reports.Mr.Noor Ahmed Memon Chairman Union Council Monitoring Committee for U C Hala-I, told that, when they visit the
schools, the school authorities and teachers ask for the notification under which these committees are established. He also told that, when they visit the schools and villages for enrolment Enhancement, the villagers demand that
Government should provide stationary and notebooks for the students and stipend for the Girl students of primary schools also. He further said NGOs also should help in this regard, because people are very poor so they can not afford the
expenses of stationary and note books. He said that, he is very much satisfied by the education quality in U C Hala-I,He said GBPS OC Market Town is running in a Masjid and now Masjid administration is not ready to continue it at there, so
this school may kindly merged in nearest school. Sayed Badar ul Zaman Shah District Officer Education (SEMIS & Planning) replied him that, on the directions of our Worthy Secretary Education and Literacy Department Madam
Naheed Shah Durrani sahiba, we are working on this issue and your demand will be accomplished very soon.Mr.Rahmatullah Balal from SRDS told that, Head Mistress of Government Middle School URDU Hala is not allowing the Sindhi Girl
Students to get admission in this school, therefore a lot of Sindhi people of this can not continue the education of their girl children, because the distance of Girls High School Hala from this area is near about 1.5 km.So Head Mistress
of Government Middle School URDU Hala should directed to allow Sindhi Girls to get admission in that school and there are 6 class rooms,8 teachers and more than 200 students, but school administration is using only 3 rooms, while 3
rooms are closed, if these rooms are utilized then more students can easily be accommodate there. Sayed Badar ul Zaman Shah District Officer Education (SEMIS & Planning) assured them that, he will talk to ADOE (F) Hala and Head
Mistress of that school and will also visit the school to solve this matter.Mr.Ayaz Hussain Uner Member of Monitoring Committee for U C Zair Pir Takuka Saeedabad said that, in this U C the situation of Girls Schools is very
critical, teachers are taking salaries at their homes and are not coming to school. Sayed Badar ul Zaman Shah District Officer Education (SEMIS & Planning) assured him to solve this matter with the concern of ADOE (F)
Saeedabad.Mr.Jahan Khan member Monitoring Committee for U C Karam Khan Nizamani told that, they are running a school Ghulam Hussain Lighari in ESRA room built in 2007, where only 40 students can be accommodated, now the
enrolment is increased and 112 students which can not sit this one room which is made in an IMAM BARGAH, we the villagers are ready to give the required area for a school to Government and demand the school building at there. He also demanded that in the School GGPS Malook dahri, the roof condition of school is very dangerous, so we demand for its repair.Mr.Mamtaz Ali sahto member Monitoring Committee for U C Karam Khan Nizamani said that in GMS Karam Khan Nizamani the classes up to Matric are running, but there is shortage of teachers, so teachers should be provided there. The roof condition of school is very dangerous, so it should be repaired.Similarly other members and chairmen of Monitoring
Committees expressed their views and ideas.Finally it was concluded that, if we have to enhance the enrolment, we should appoint or post the head teachers on merit basis and train them, that how to manage the things.Mr.Manoj Kumar
(Assistant Professor of English) member of District Monitoring Committee offered his services for teaching the drafting to administrators. At this time teachers think that we are the children of Government and Government have to facilitate
us whether we work or not, so a strict should be establish which can control these teachers.Sayed Badar ul Zaman Shah District Officer Education (SEMIS & Planning) requested all the participants to work together with District
Education Department Matiari, to awake the people of District  and enrol the out of school children in schools. He also invited all the participants to attend and speak in the E E D Seminars on 23rd April at GGC matiari, on 25th April at
Makhdoom Shafeeq Zaman Hall Hala and on 30th April at GBPS Main Sindhi Saeedabad.All the participants showed their interest In EED activities and from SRDS (Sindh Rural Development Society) Mr.Rahmatullah offered their
services for door to door mobile van campaign and BBCM (Kachahree Programs).From SPO and SHEEDO the same services were offered and they offered food services for EED SEMINAR at Matiari also.
Finally Mr.Abdul Wahid Sangrasi said thanks to all the participants and thelunch boxes were served.

Community Mobilization for Enrolment Enhancement

Time to time we conduct the meetings with the community for the enhancement of Enrollment. In these meetings, the ADOE, Supervisor,Head Teacher and the Teachers of the Schools of the area are bounded to be present. In these meetings, we listen the problems of community and administration and solve them. Due to these meetings the enrollment increases and dropout ratio decreases.

Subjectwise Training of High School Teachers

Teachers Training Program through ESR (Year 2007)

Education occupies an important place in the system all over the country. We can not make a sound society without a sound education. For a sound base we need the perfection in educational system.
During the Inspection of Schools it was observed that, the High School Teachers are almost directly promoted from Primary School Teachers, so that they can not teach the subjects other than Sindhi, Urdu & Islamiat, because they personally do not know about other subjects, especially English, Mathematics, Science and Social Studies.
To over come this problem, Sayed Badar ul Zaman Shah, DOE (Academic & Training) was assigned by EDO (Education) Matiari,to arrange the training programs at Professional Development Centres of Matiari & Hala,where at least one teacher from every High School should participate in the training. The funds for this program were allocated from ESR Training Funds.

To enhance the capacity of High School Teachers in each subject.

Goal

To improve the teaching and learning skills in teachers.

Objectives

  • To provide trainings to High School Teachers in English, Mathematics and Science Subjects.
  • To make efforts for capacity building of all Teachers..
  • To crate educational environment.

Strategy

District Matiari was established in 2005.

The share in Old Hyderabad’s ESR budget (2001-02) was released to the District Education Department Matiari in September 2006.

Sayed Badar ul Zaman Shah, District Officer Education (Academic & Training) Matiari was assigned to arrange the training programs at Professional Development Centres of Matiari & Hala.

Master Trainers were selected on their capability and experience basis.

A Manual was developed with the help of Master Trainers and senior teachers under the supervision of District Officer Education (Academic & Training) Matiari.

The Schedule of Training was circulated to all High Schools of District Matiari.

The first Six day work shop was started at Professional Development Centre Matiari, then next week two Six day work shops were started at Professional Development Centre Matiari & Professional Development Centre Hala at the same time.

Assessment

During all these workshops Sayed Badar ul Zaman Shah, District Officer Education (Academic & Training) Matiari and EDO (Education) Matiari frequently visited the training centres and got feed back from teachers.

The teachers were getting extra ordinary interest in getting trainings and were excited to learn.

They advised to continue the training for whole year.

As the training was scheduled as one subject one class one week, for example the training of Mathematics of class VI was given for one week on each centre.

So that 18 training programs were arranged, 9 programs on Mathematics of class VI to VIII and 9 programs on English Mathematics of class VI to VIII.

Teachers gave feed back that, now they have some confidence to teach English & Mathematics in classes.

Teachers advised to continue trainings for each subject of each class minimum for one month.

Beneficiaries

In 18 programs,360 HSTs & JSTs got training and now their capacity of teaching Mathematics and English is enhanced.

Through this E S R, 360 Male & Female Teachers of High Schools availed these subject wise trainings in English & Mathematics subjects, who do teach these subjects in class VI,VII and VIII and the students of these classes which are studying and will study in future.There is further need of such subject wise trainings for all subjects of all classes

Literacy Centres for Women

District Matiari was established in 2005.The share in Old Hyderabad’s ESR budget (2001-02) was released to the District Education Department Matiari in September 2006.Due unavailability of District Officer Education (Literacy), Sayed Badar ul Zaman Shah, District Officer Education (Academic & Training) Matiari was assigned to establish Literacy centres in district Matiari.

In this regard, he visited 81 low literacy rate villages conducted the meetings with community and on need base established, 14 Adult Literacy centres (within the limit of Budget allotted) for Females on 14 different locations.Each centre contained the cluster of 25 females of age 12 plus.

14 literacy Teachers were selected from those villages and a training program “How to Teach Adults” was conducted for those teachers at District Head Quater Matiari.

Other staffs were selected and these Female Literacy Centres started the work.

14 Lteracy Centres for Women were established in following villages.

During six months,EDO(Education),DOE(Academic & Training),DDOE(A&T) and concern ADOEE visited these centres several times,

  • To monitor the activities of these centres
  • To pay the salaries to Teachers and other staff
  • To evaluate the students
  • To deliver the books, note books, stationary and other material

Assessment

After six months, a verbal and written examination for these students was conducted, in which,

  • They were asked for reading the lessons from the book and cross questions were asked by them.
  • Simple mathematic questions were asked by them verbally.
  • They were asked for reading the paragraphs from news papers.
  • Simple arithmetic problems were given to them in writing.
  • Simple topics related to common life were given to them for writing the essay.

Beneficiaries

  • In 14 female centres, 350 female students have become literate in six months, which will have positive effect on 350 families and their children.
  • 14 Lady Teachers got employment along with other staff at centres for the period of six months
  • These all 350 female students can read books, newspapers in Sindhi and can read and calculate prices on different utility goods.
  • They can write simple paragraphs in Sindhi, can read & write English alphabet along with speaking of simple English words and sentences.
  • They can do simple calculation just as addition, subtraction, multiplication and division. Beside this now they can stitch simple cloths and read Holy Quran also.

Budget Utilization

The released amount from ESR Budget was Rs.498, 500/-.

The expenses on these 14 Adult Literacy centres were Rs.497, 600/-,

Therefore unused budget is Rs.900/-only.

For the General Elections 2008,I was selected as Master Trainer by the Election Commission of Pakistan and UNDP to train the Presiding Officers of District Matiari for Election Process.I arranged Taluka wise Trainings for the Presiding Officers and trained 263 Gazztetted Officers all over the District.

Continuous Improvement & Bench Marking (Project)

This project was started by NIPA(Now NIM)with the funding of Asian Development Bank.Due to deep interest of Dr.Muhammad Usman Chachar the DCO Matiari,the District Matiari was chosen as pilot district. The aim of this project was to find out the gaps due to which quality education is not achieved and a model education system had to be taken as benchmark. From Asian Development Bank, Mr. Jewel Magnath,from District Matiari, I and Mr.Jameel Abro of the NGO (SPO) were selected to work on this project and from NIPA Miss Rifat Shaikh and Miss Benish Choona wala were the consultants. We worked at District Matiari,Karachi and Lahore.We set Agha Khan Education System as Benchmark and discovered the flaws in our education system and framed recommendations and strategy for continuous improvement.

The condition of these people is not good; there is need of more than 100 Gents Suits for these people also. Beside this Government is taking out these people from the Schools without any support, these people are Cultivators, but as the agricultural land of this area is still under water, so they have become helpless. They need money, shelter, and ration.
